A versatile leader, Fabienne possesses a deep understanding of African market dynamics, especially in West Africa. She excels in forming and leading multidisciplinary teams in constantly evolving environments. Her guiding principle is to unite diverse expertise and intelligence to create business corridors between African countries, ensuring that solutions are contextualized to local dynamics.

Fabienne believes that robust foundations such as access to health, electricity, education, and quality infrastructure are crucial for translating macroeconomic growth into tangible daily life improvements for communities. She holds a Bachelor’s degree in Science and Development Economics from Franklin University in New York and an Executive Master’s in Innovation and Entrepreneurship from HEC Paris.

Seyni Malan FATI currently holds the position of Senior Policy Manager West Africa within the Sub-Saharan Africa team at the GSMA. He took up the position in September 2019, bringing with him over 14 years of experience in ICT regulation. Seyni is based in Dakar and is responsible for the GSMA’s advocacy programs and supports members in policy and regulatory issues in West Africa. He has been an active member of ITU-RGS3-AFR since 2005, and is currently Vice-Chairman of ITU-T Study Group 12 on Quality of Service. He is also Chairman of the African regional group of Study Group 12. Before joining GSMA, Seyni was Project Manager at the Smart Africa Secretariat in Kigali, Rwanda.

Before joining Smart Africa, Seyni was Director of Economy and Telecom Markets at the Telecommunications and Postal Regulatory Authority (ARTP) of Senegal, from 2015 to the end of 2018. He started at ARTP in February 2004

Mr. FATI, after a year of higher mathematics studies in Paris, went on to the École Polytechnique de Montréal to become a Telecom Engineer in 2001.

With over 25 years’ experience, Pierre Lhermitte has a triple background: technical, business and political.

Pierre joined the TOTAL Group as Marine and Logistics Manager. His years spent as logistics manager in Angola and Yemen have given him an in-depth understanding of the workings of complex structures operating in a particular environment, characterized by a constant race against the clock and major industrial and financial risks.

Having witnessed numerous examples of operational waste in the upstream oil sector, Pierre has been interested in the mechanism of cost escalation for almost 15 years, and now offers an exclusive analysis of the root causes of the phenomenon.

Observing that operational cost overruns are particularly detrimental to African producing countries, Pierre has developed a specific approach to maximizing the added value of oil and gas projects, in which local content is no longer an end in itself, but a lever among others. He now proposes to complement this continental approach with country-specific strategies, promoted through advice to the public and private sectors.
